REGULATIONS GOVERNING THE USE OF THE COMPUTER NETWORK IN STUDENT RESIDENTIAL HALLS OF WARSAW UNIVERSITY




§ 1
GENERAL PROVISIONS

  1. The computer network serving Student Residential Hall No. 1, Student Residential Hall No. 2, Student Residential Hall No. 3, Student Residential Hall No. 4, Student Residential Hall No. 5, Student Residential Hall No. 6 and the Academic Employee Residential Hall (hereinafter referred to as units) is part of the university network.
  2. Every resident holding an accommodation decision issued in his or her name and every resident with whom a rental agreement has been concluded is authorized to use the University wide computer network, via links in respective units and further on is called user.
  3. Warsaw University shall not be liable for the manner in which accounts are utilized by users, specifically including the content of data transmitted and received by such users.

§ 2
LIMITATIONS ON THE USE OF THE COMPUTER NETWORK

 

The following acts are prohibited within the computer network:

  1. conducting activities aimed at infringing upon the stability of computer systems, both internal and external, interfering with or blocking the work of other users and systems;
  2. conducting any commercial activity, e.g. creating software for hire, maintaining commercial web sites, and sending out electronic mail advertisements;
  3. political campaigning or religious agitation;
  4. utilizing false information to obtain access to the university wide computer network;
  5. conducting any activity that damages the reputation of the Warsaw University or violates applicable laws;
  6. modifying, expanding or independently repairing the network, as well as any interference in the existing network structure.
  7. transmitting and providing Internet access to third parties.


§ 3
RIGHTS OF COMPUTER NETWORK USERS

  1. Computer network users are authorized to utilize computer resources made available to them under accounts assigned to such users and the rights associated with such accounts. Only the individual to whom the account has been assigned is authorized to utilize that account.
  2. Users are entitled to protection of their privacy (resources, data, and correspondence) within the capabilities offered by operating systems.


§4
OBLIGATIONS OF COMPUTER NETWORK USERS

 

Every network user is obligated to:

  1. protect access to his or her account;
  2. comply with network administrator recommendations, pertaining to proper operation;
  3. provide information on noticed loopholes in the system of access rights and other noticed improprieties;
  4. utilize their assigned account in accordance to principles governing the operation of computer networks and applicable Polish law;
  5. comply with provisions of these regulations.


§5
OPENING AND CLOSING ACCOUNTS

  1. An account may be opened upon the written application of an interested resident, submitted to the administration of the respective unit, on the form constituting Enclosure No. 1 to these regulations, confirming familiarity with network regulations and promising to comply with the regulations. The manager of the respective unit has authority to approve the opening of an account for the applying resident. The account shall be opened within seven business days after an application is submitted. Applications to open accounts shall be filed by the administration of the respective unit. The procedure for opening accounts is described in Enclosure No. 2 to these regulations.
  2. Accounts are opened for the period of residence. Upon termination of the right to utilize accommodation, the account shall be closed until the time that this right is reestablished.
  3. A user account shall be closed or suspended under the following circumstances:
    • loss of the right to accommodation
    • failure to comply with regulations in effect within the unit where the user is accommodated;
    • delinquency in payment of fees;
    • violating provisions of these regulations.


§6
NETWORK ADMINISTRATORS AND ADMINISTRATION

  1. Network administration is performed by administrators employed at Student Residential Hall No. 1, who are responsible for:
    • ensuring the efficient operation of the computer network;
    • installing, configuring and managing access servers and firewalls, as well as resolving their failure;
    • updating the operating systems and software of access servers, firewalls and active network hardware;
    • installing, configuring and maintaining continuity of operation for active network hardware (switches, routers, xDSL modems, media conversion devices);
    • monitoring passive network hardware (patch panels, outlets, cross cables);
    • resolving network failures and irregularities notified by users - up to the point of the outlet in the room;
    • opening, blocking and closing user accounts, based on requests from unit managers;
    • maintaining documentation (monitoring logs) of servers, containing entries on interventions and modifications performed upon systems and servers;
    • conducting continuous network monitoring, managing network traffic and providing information to unit managers on any noticed irregularities;
    • monitoring user compliance with network regulations and providing information to unit managers on any irregularities discovered;
    • performing periodic backups of data required for network administration;
    • providing users with information required to utilize the network;
    • closing the accounts in cooperation in with unit managers, the Network Department at the Interdisciplinary Centre for Mathematical and Computational Modelling and the Computer Network Department, in order to maximize computer network security.
  2. Notifications of network failures shall be received from users on business days - between 9 a.m. and 3 p.m.
  3. The reaction time of administrators is dependent upon technical feasibility.
  4. Comments pertaining to the work of administrators shall be submitted to the Manager of Student Residential Hall No. 1 through the mediation of the manager of the respective unit.


§7
RIGHTS AND OBLIGATIONS OF ADMINISTRATORS

  1. Network administrators are obligated to block/suspend accounts of users that obviously violate provisions of these regulations. Administrators are obligated to immediately inform the manager of the respective unit regarding an account suspension. Users may appeal administrator decisions to the manager of the respective unit.
  2. Network administrators are authorized to limit access to the network, when justified by technical conditions, network security or applicable provisions of law.
  3. Network and computer system administrators shall not be liable for privacy violations and other consequences of abuses committed due to the fault of a user, specifically of providing third party access to a user ID and password or deliberate acts aimed at disrupting network operation.
  4. Unless justified by actual requirements, administrators are prohibited from introducing modifications to systems, possibly disrupting operation of the network, servers and other network hardware.


§8
FINAL PROVISINS

  1. The monthly fee for the use of computer network is 10 PLN. Warsaw University reserves the right to change the fee, in agreement with the Student Union.
  2. Warsaw University is authorized to monitor data transmitted between users, within the scope necessary to ensure network security and optimal network operation, and to verify compliance with applicable law.
  3. Each user shall bear full financial responsibility for any damages inflicted upon Warsaw University.
  4. These regulations shall be binding upon all users.

APPLICATION TO OPEN ACCOUNT IN THE COMPUTER NETWORK
IN STUDENT RESIDENTIAL HALLS OF WARSAW UNIVERSITY

I, the undersigned, confirm that I am aknowledged with Regulations governing the use of the computer network in Student Residential Halls of Warsaw University and I am obliged to diligently comply with these regulations.
I agree with the rule that violating principles set forth in the regulations will result in account closure.
I also acknowledge receipt of a sealed and undamaged envelope with a secret user ID and password.

A C C O U N T O P E N I N G P R O C E D U R E

 

In order to utilize the computer network, the user shall contact the administration of the unit in which he or she is being accommodated.

After completing the application for opening an account in the computer network, an administration employee issues an envelope to the user, containing a user ID and password, and provides access to instructions on how to hook a computer up to the network.

After connecting the computer to the network, the user logs in to the guest sub-network, obtaining access to a special web page containing instructions on how to connect to Internet along with access to necessary software.

Utilizing the user ID and password obtained from unit administration, as well as additional identifying personal information, the user downloads data necessary to log into the network.

If the account is suspended the user must repeat the whole account opening procedure.
